This is what I figured and I agree. I know my father paid ~$200 for all of this hackery back in 1974...im not taking the car this apart to put it back together in a half *** manor. Do quarters need to be completely replaced? Or would they just replace part of a quarter? I do not pack the skills to do this job myself...and really, i dont want to learn on the fly with this car.
Given that one side has already had the lower half patched behind the wheel patched, I'd go ahead and replace the whole panel. If the damage was really as bad as it looks, there may be additional damage that you can't see until you have the outer panel cut away. It would be easier (and probably cheaper in the long run) to just replace both panels instead of sectioning in pieces.
