engine crossmember bolts

I'm trying fix fix some of the hacks that the previous owner did ,The drivers side engine cross member bolt has been broken since I've had the car 15ish:shrug: years the cross member was moved slightly forward and held in with a 3/8 self tapping screw .I got the broken bolt drilled out albeit slightly off center tried using a screw extractor with no luck .So the way I see it I have 2 chances first is getting a drill and tap combo http://www.homedepot.com/p/DEWALT-27-64-in-Drill-and-1-2-in-x-13-NC-Tap-Set-DWA1416/204787201 and if that doesn't work finding the elusive 17/32 drill and trying a heli coil
Will somebody confirm the bolt as 1/2 x 13

If you can get another bigger bit into the bolt, it should collapse around the bit and you can reverse it out. Dose that make sense? Just large enough not to hit the inside threads but large enough to get most of the bolt material out from the bolt threads.
