I'm working the trunk area, grinding off the rusty areas. I have a section where there are rust cavities. No holes through the metal, just pockmarks. I plan to clean these out, but what do you guys use to smooth out the finish? I have Eastman’s rust encapsulater paint to use here. But if I use the paint first can you use body filler successfully over the paint and will it last? I don't have a welder or I would just fill and grind. Is the body filler idea a bad one and should I just hold off until I can get my hands on a welder?
 
If I understand you correctly then the areas you speak may be very thin due to rust and the proper thing to do is remove all the rusted or thing metal and replace it if you want it to last.
 
Rust likes to come back, so I would wait and cut the metal out, then replace with good metal and weld it up.
