Fitting headlight buckets/fender extensions

I've got all my gaps right where I want them on the car and am playing with the headlight buckets now. See pics but I'm not having luck with my passengr side. But I believe it's actually the fenders fault as I have a second set of headlight buckets and have the same big "step" as seen in the picture. What would you all do here? Should I just build up the headlight bucket up with some filler to match the fender? These are both the factory pieces.

Has the passeger fender been reworked? Looks the the fender contour at the end is wrong. Moving the extension won't help because the shapes dont match.

If it was my car I'd use a strong filler (not bondo) and build up the extension and grind it to match the fender! Heresy right?

Before going too far, you might want to use a contour gauge and compare both sides and if you have access to another car, check it too to verify where the issue seems to be.

I had the passenger fender stripped to bare metal with no signs of anything ever being reworked. It is a 68 fender though so there is a patch over the marker light hole. I cut out the spot welds and moved it in a little. I'll still have to use some filler on the extension.
