1) incorrect float adjustment or something trapped in the needle and seat area
2) trash is usually what causes power valve failure, not as prone to blowing out as Legend would have it
3) I would have to have some more information about your engine to know where the power valve need to come into play but most are just fine street stock
4) you can bench test it on the car by disabling the coil, removing the top of the carburetor, cranking the engine until the fuel bowl is full and the float closes the needle and seat, and check for any flooding condition. Believe it or not that carburetor will actually run with the top off but I don't recommend that either
5) the smaller would be fine for cruising with a stock cam but the larger would be nice for a little more giddy up only at wide open throttle with a mild aftermarket cam without adding a 4-barrel

BONUS : If your fuel tank, lines, pump and filter have been sitting all that time, especially with ethanol added fuel in them, they'll have more crud in them than your old carb and into the carb is where the trash will go. Be safe!

If you don't want it to start when you spin it over, just remove voltage to or from the coil, with any ground far away from fuel vapor.
