what paint to use on cowl?

So I have my cowl split apart and I am making new panels to replace all the rusty old ones. My question is what should I use to seal the metal after I am all finished. I have put two coats of Rust encapsulator on the middle part that did not need any panel replacement. It has been drying for about a week but still seems fairly easy to scratch off. It is cold here around 40 and I am not sure if it is not drying fast since it is cold or if this is the nature of this paint. Anyhow I don't ever want to do this again on this car so What would you suggest I seal the repairs with. I was thinking rust encapsulator on the bare metal then some epoxy primer. I do have some Nason two part epoxy primer left over. Just not sure what I'd seal the primer with? Should I use some Krylon 1613 to finish it off? Or some sort of "real" enamel paint? I also thought about that spray on bedliner stuff.. Not sure if that would cause the water not to drain correctly.. Well thanks for your thoughts on this.

I put down a layer of Zero Rust across the top and down the sides and under the dash area. I had thinned the ZR to spray with and stayed away from where the top will and is being welded on.

Yesterday I got out the spray gun and epoxy red primer, sprayed the whole area. After the paint set got out the seam sealer for the cowl hat on the PS and proceeded to goop it on...........but look out for the smell .........I wish I would have left the fan on in the garage, because when I got up this morning the smell of ketone permeated throughout the whole house. I hope the smell doesn't offend the neighbors?

I placed the cowl top on the car and have started to tack weld it in place. It seems to line up pretty good. I will post some pics later on how it looks? Not to hijack your thread ariff.
