Could someone tel me the correct bolts used on the top of fender under the edge of the hood on 1967 coupe? I have seen one type with star washer under the bolt. Other type with flat washer with small teeth on the washer. Which is correct ?

Others will answer, but it's my understanding a couple different type were used depending on the factory car was built at. Think I used AMK's kit which had the "anchor" on the head and a flat washer, painted or chemically etch black.

The bolts were supplied by various manufacturers, and when considering three assembly plants, nobody that I'm aware of has been able to provide general guidelines for date or VIN ranges. There were differences between plants, and changes at each plant during the model year, as parts from different suppliers arrived.

Generally speaking the ones with the tooth washers were not used on the fender, the ones with a built in washer that is serrated is what I've seen on unrestored cars.

If you provide your assembly plant (2nd letter of VIN) and the first three numbers in the sequence (for lack of a better term at the moment) (characters 6-8) I can look through my records to see what I have that is close.

The proper finish is phosphate and oil, not painted.

I think the bolts with the external tooth star washers were mostly used on door & trunl lid hinges. At least packaged that way from AMK.
Seen often on cars fender bolts not painted body color.
A trick to align freshly painted fender w/o putting marks in it from bolts is it make washers from plastic milk jugs and place under your fender bolts. Once fender were you like it, one by one remove plastic washer, tighten bolt down.
Just looked at my car, correction to my earlier statement, My bolt heads say "SEMS" on them, not pic of anchor. But as said above, it could be diff plant to plant. But what I received in my AMK kit based on info I gave them.

I did a quick survey from a collection of pictures of unrestored cars. So far I found two supplier head markings - SEMS and what I call the double quote - which has two quotation marks (" ")

I also found an inconsistent use of tooth vs. serrated washers - go figure. Many cars were all serrated. About half had a tooth washer on the first and or second bolt starting at the headlight bucket, with serrated washers on the rest. One (Dearborn car) was all toothed. Again these are unrestored cars.

If you give me the assembly plant and a clue as to the date (characters 6-8 of VIN) I can focus my search.

Don't have too many, but what I have is pictured below. You might get a better response if you post on the concoursmustang.com forum.

These are pictured of Dearborn cars, before 117. Not enough detail to show the bolt supplier, but they appear to all be serrated type, not tooth.

These are the original fender-to-inner fender bolts/J-nuts that came on my 68 coupe (Metuchen). Ignore the 35 year old rustoleum applied before there were repro fasteners:

They are 5/16-18 x 1" long with 1/2" hex head. Washer is ~.820 dia. Evidently the 67 used the ones with the washers that had 'teeth' on the bottom.

I've got pics of about 100 unrestored cars, many low mileage (<30K). About 1/3 of the 67's do not have tooth washers at all. Most have tooth washers on only the first, first and second, or second only bolt (counting from the headlight bucket back). I found only one car that had all tooth washers.

The last picture of the primered bolt is what I call the double quote (" ") bolt that was prevalent at San Jose in 67, from the data that I have. But not exclusive, like all things 1967.

The CJPP/AMK "SEMS" bolt was certainly like ones used at some plants during the 67 model year, but it was not the only one.
