How to Cut Fuel Line Without Sparking

I have a 69 Mustang with a pin hole in the fuel line inside the torque box. I already replaced the rubber hose and clamps on the rear side of the torque box and the leak is still there. So now I need to cut the line and put in a new one. But how do I do this without creating a spark.

As you can see from the picture there isn't enough room for the regular pipe cutting tool. So I was going to use a dremel but I'm scared about sparks with there being a fuel leak.

Any advice would be greatly appreciated.

You really want a piece of rubber line running/rubbing through your torque box? Seems like a bad idea over time. If there's a hole there, probably means other spots in the line are close to failing also. For what they cost, I'd replace the entire line.

Another vote for replace the whole thing. No reason not to. They aren't expensive.

Back in high school (~1992) I used compression fittings to repair a section of fuel line that got pinched by a jack (well, a jacka$$ at a shop). It is still going strong.
