The nylon nuts go in the upper (square) holes, the rubber bumpers go in the round lower holes, and the square steel nuts and matching machine screws go in your hardware jar.
+1 on the above except for the machine screws. These attach the bottom of the license plate to the bottom holes in your license frame. Sorry, Bugs, it's not rocket science.
On my 67 I used the machine screws & nuts & rubber caps in the upper hole in my tag to hold the frame on the tag. The nylon inserts in the valance with the other 2 screws attaching the plate & trim ring on the car
