I'm not real sure I understood the second question. The outer bulbs are strickly low beams and the inner bulbs are high beams. When you hit the high beam switch the inner and outer bulbs both light up but, there is no high beam filament in the outer bulbs. They just stay low beam.
I think what he was trying to ask is do the low beams stay lit when the high beams are on. On some cars I know they do while on other cars like my Caprice wagon, once you turn on the high beams the low beams go out. You can't have them both on.
What shortstoke said. If you look at the backs of the '69 bulbs, they only have 2 connectors, as they all only have 1 element in them.
The outboard lights are on all the time, and the inboard only on when the high beam switch is hit.
